I noticed that the webpage also stated " Please Read our Terms and Conditions." They also said " Or single line of an address." The meta header had council as the first optimized keyword. This keyword is followed by county, buckinghamshire, and plan which isn't as urgent as council. The other words publicaccess.buckscc.gov.uk used was work. democratic is included but might not be understood by search parsers.
